This is the third in a recent series of workshops on physics with an 8GeV or higher energy beam at CEBAF. The first of these was held at Indiana University in July 1997. The second was held at North Carolina State University in November 1997. From this, the Eight+ working group was formed to produce a short white paper on the physics. This third workshop bring together old and new people to discuss the earlier work, and come up with a larger proposal which will be presented to the CEBAF user's group meeting in June of 1998.
